Admission Procedure for Foreign Citizens
I. General provisions
1. This Admission
Procedure regulates the admission of foreign citizens and persons without
citizenship (apatrides), including compatriots living abroad (hereinafter,
collectively, referred to as "Foreign Citizens"), entering MIIGAiK
for training under basic educational programs of higher vocational training.
2. The admission
of foreign citizens to MIIGAiK for training under basic educational programs of
higher vocational training is to be carried out under the international
contracts of the Russian Federation and the intergovernmental agreements of the
Russian Federation at the expense of the budget means (including those
allocated by the Russian Federation Government within the established quota),
as well as under contracts with payment of training costs by physical persons
and (or) legal entities.
3. The admission
of foreign citizens to MIIGAiK for training at the expense of the budget means
is to be carried out:
3.1. within the
quota established by the Government of the Russian Federation, under letters of referral by the Ministry of Education and Science of the
Russian Federation;
3.2. under the
Agreement on Granting Equal Rights to the Citizens of the Member States of the
Agreement on Deepening the Integration in Economic and Humanitarian Spheres
dated March 29, 1996, - for citizens of Byelorussia, the Republic of
Kazakhstan, the Kirghiz Republic, and the Republic of Tajikistan;
3.3. under the
Certificate of the participant of the Government Program on Rendering
Assistance to Voluntary Resettlement in the Russian Federation of the
Compatriots Living Abroad - for those who became a participant of the
Government Program on rendering assistance to voluntary resettlement in the
Russian Federation of the compatriots living abroad;
3.4. under the
Agreement on cooperation in education, dated May 15, 1992 and the Agreement
between The Government of the Russian Federation and The Government of the
Republic of Georgia on cooperation in the fields of culture, science and
education, dated February 2, 1994 - for citizens of the Republic of Armenia,
the Republic of Uzbekistan, Ukraine, and the Republic of Georgia, permanently
living in the territory of the Russian Federation;
3.5. under
Federal Law No 99-FZ On State Policy of the Russian Federation with regard to
Fellow Countrymen Abroad, dated May 24, 1999, - for compatriots;
Belonging to
compatriots of the person who is not a citizen of Russia is to be confirmed by
a special form certificate established by the Government of the Russian
Federation.
4. Admission of the foreign citizens,
specified in subparagraphs 3.2. - 3.5., Item 3 of the present Procedure, to
MIIGAiK for education at the expense of budget means is to be carried out on a
competitive basis, pursuant to the
General Entrance Rules, established for
citizens of the Russian Federation.
5. Admission of the foreign citizens,
specified in subparagraphs 3.2. - 3.5., Item 3, under contracts with payment of
training costs is to be carried out in accordance with the Entrance Rules and Conditions, approved by MIIGAiK for citizens of the
Russian Federation for the 2010-11 academic year.
6. Admission of foreign citizens who are not
specified in Subparagraphs 3.2.-3.5., Item 3 of the present Procedure, is to be
carried out only under contracts (agreements) with payment of training costs by
physical persons and (or) legal entities within the student quantity set by the
University license for the right to conduct educational activity, subject to
the terms and conditions assigned by the resolution of the University Academic
Council for the 2010-11 academic year.
II. Admission Application by Foreign Citizens
7. Admission
applications are to be submitted within the following time-constraints:
7.1. by the
foreign citizens specified in Subparagraph 3.1., Item 3 of the present
Procedure, within the time constraints established by the Ministry of Education
and Science of the Russian Federation;
7.2. by the
foreign citizens specified in Subparagraphs 3.2. - 3.5., Item 3 of the present Procedure, within the
time constraints established by Item 24 of the MIIGAiK Entrance Rules for the
2010-11 academic year.
7.3. by the
foreign citizens specified in Subparagraphs 3.2. - 3.5., Item 3 of the present
Procedure, if they submit applications personally to the Admissions Committee,
they are to present a letter of referral from the MIIGAiK Dean's Office for
Foreign Students, concerning the enrolment possibility of the person to the
University on the same basis as Russian citizens are enrolled.
If the application is sent by post, the issue,
whether the person can be categorized or not as a foreign citizen specified in
Subparagraphs 3.2. - 3.5., Item 3 of the present Procedure, is solved by the
Admissions Committee with agree of the University Dean's Office for Foreign
Students.
7.4 Foreign citizens who are not specified in
Subparagraphs 3.2.-3.5., Item 3 of the
present Procedure and entering the first year of studies under contracts
(agreements) with payment of training costs by physical persons and (or) legal
entities, are to submit their
applications from June 21 till August
20, 2010.
8. Foreign
citizens entering the first year of studies under contracts (agreements) are to
submit applications to the University Dean's Office for Foreign Students for
particular lines of training (specialty) which students are trained in at
MIIGAiK.
9. The
application submission time constraints for other modes of education for all
foreign citizens are to be assigned in accordance with the Entrance Rules for
the 2010-11 academic year:
- for
correspondence training - from October 1, 2010,
till January 31, 2011;
- for training
under the master's degree programs - from June 20, 2010, till September 15, 2011;
- for getting a
second higher vocational training - from September 1, 2010, till October 30, 2010; and from January 11, 2011, till February 08, 2011;
- for getting a
second higher vocational training at the Correspondence Faculty - from
September 1, 2010, till February 08, 2011.
10. Higher
education in the built-in mode of training (the second and subsequent years of
studies) under contracts (agreements) is supposed to be provided only for the
persons trained in other Russia or CIS
higher education establishments and having diplomas of the state
approved form of incomplete higher education, a transcript of the established
form or a document of the state approved form of higher vocational training of
various levels.
11. Foreign
citizen graduated from an educational institution abroad and entering the
University under the bachelor's or specialist's degree programs are to present
an educational document of the foreign state, acknowledged in the Russian Federation as an equivalent to
the document of the state approved form of secondary (full) general education
or secondary vocational training.
Only foreign
citizens having diplomas of Russian higher education establishments or an
education document of the foreign state, acknowledged in the Russian Federation
as an equivalent to the bachelor's degree or specialist's diploma can be
trained under the master's degree programs.
12. When
submitting an application (in Russian) for being enrolled to MIIGAiK, foreign
citizens are also to present the following documents:
- the originals
of the educational documents of the foreign country, legalized in accordance
with the established procedure (if necessary) and supplements to them (if the latter are envisaged by the
legislation of the country that issued the said educational documents);
- a translation
into Russian, notarized in accordance with the established procedure, of the
educational document of the foreign country and supplements to them,
if the documents are executed in a foreign language;
- the original
certificate of equivalence of the educational documents, issued by the Federal Service for Supervision in the Sphere
of Education and Science of the Russian Federation, - for foreign citizens from
the countries where acknowledgement of educational documents is required in
accordance with the established procedure;
- the copy of identity
papers of a foreign citizen in the Russian Federation;
- the copy of the
entry visa to the Russian Federation, if the foreign citizen has arrived in the
Russian Federation under the entry permit, and the migration card;
- the required
number of photos (10 pieces, 3 х 4 cm
size).
The name of the
person in all the papers translated is to be the same as the name and the
surname specified in the entry permit.
13. As an
exception, foreign citizens from the countries whose educational documents need
to be validated, can be enrolled to MIIGAiK on the basis of the present
Procedure, provided that they submit the certificate of equivalence issued by
the Federal Service for Supervision in the Sphere of Education and Science of
the Russian Federation, to the Dean's Office for Foreign Students after their
enrollment to the University not later than December 31, 2010.
14. The foreign
citizens entering the University within the quota established by the Russian
Federation Government Order № 638 dated August 25, 2008, are to present a
letter of referral issued by the Ministry of Education and Science of the
Russian Federation, in addition to the papers specified in Item 12 above.
15. Foreign citizens while submitting the
application are to confirm in it that s/he has got acquainted with the MIIGAiK
License for the right to conduct educational activity as well as the State
Accreditation Certificate and the supplements to them, in the line of training or
specialty chosen, which is to be assured by the person's signature.
III.
Entrance Tests
16. Entrance
tests for the foreign citizens specified in Subparagraphs 3.2.- 3.5., Item 3 of
the present Procedure, are to be established by MIIGAiK pursuant to the MIIGAiK Entrance Rules for the 2010-11
academic year, Section V (Items 39-48).
17. Should the
foreign citizens specified in Subparagraphs 3.2.- 3.5., Item 3 of the present
Procedure, present results of the
unified state exam (USE) in the
general educational subjects included by MIIGAiK on the list of the entrance
tests for the corresponding line of training or specialty, MIIGAiK is to
consider the USE results as the results of the entrance tests in the
corresponding general educational subjects.
18. For foreign
citizens who are not specified in Subparagraphs 3.2.- 3.5., Item 3 of the
present Procedure and entering the University on the basis of contracts
(agreements) with payment of training costs, the entrance tests are to be
performed in the form of an interview by a Commission that is to be approved by
the order of the Rector, and a test on the Russian Language, within the time
constraints assigned by the resolution of the Admissions Committee.
19. The foreign
citizens specified in Subparagraphs 3.2.- 3.5., Item 3 of the present
Procedure, are to be enrolled to MIIGAiK under a letter of referral from
the Ministry of Education and Science
of the Russian Federation without entrance tests.
IV. Enrolment to MIIGAiK
20. The enrolment
of the foreign citizens specified in Subparagraphs 3.2.- 3.5., Item 3 of the
present Procedure, is to be performed in
accordance with the procedure and on terms established by the MIIGAiK Entrance
Rules for the 2010-11 academic year .
21. The enrolment
of foreign citizens who are not specified in Subparagraphs 3.2.- 3.5., Item 3
of the present Procedure, and entering
the first year of studies on the basis of contracts (agreements) with payment
of training costs by physical persons
and (or) legal entities, is to be performed till August 27, 2010.
